One hears the word “accountability” a lot these days, usually in relation to political scandals. Heaven knows, there are enough of them.
The mayor of Toronto stands accused of being the accidental star of a cell phone video being shopped around by some drug dealers. It is said to show Rob Ford smoking crack cocaine.
Dope dealers are not the most dependable sources, and the video had not, as of press time, been examined to determine its authenticity. As an isolated incident, the crack-smoking video would have zero credibility. Unfortunately, the public response has not been, “Ridiculous!” but a weary, “What is it this time?” It seems the Toronto mayor is a colourful figure with a bit of a track record – that 1999 Florida impaired driving conviction, for example, and the marijuana cigarette found in his pocket at the time. He admitted to both, saying he never claimed to be perfect.

It might come as a surprise to those in the Ford camp, but an allegation of smoking crack cocaine is a far cry from a decade-old story about getting busted with a doobie in the pocket, or even a more recent accusation of reading while driving. This one cannot be dismissed as inconsequential or part of a continuing leftist and/or Toronto Star conspiracy. This time, the public is demanding answers. To quote I Love Lucy’s Ricky Ricardo, it would seem Mayor Ford “has some ‘splaining to do.”
So does Senator (at last count) Mike Duffy. When somebody writes a $90,000 cheque to help an old buddy out of a scrape, it is no one’s business but their own. When that “somebody” is Prime Minister Stephen Harper’s chief-of-staff Nigel Wright, and the old buddy is a member of the Canadian Senate, it is everyone’s business, especially when the “scrape” is an investigation into expense claims.
Duffy has stepped down from the Conservative caucus, as has Sen. Pamela Wallin (expense claims again), and Wright has resigned. Now the RCMP is involved.
Harper has gone on public record as saying he is very angry and will not tolerate any member of the Senate or House of Commons abusing their position for financial gain. At the same time, he has referred to the matter as one of those “distractions” that prevent the Canadian public from seeing the big picture of his government’s culture of accountability.
That same Canadian public still wants to hear how much Harper knew about Wright’s actions and the scandal that has already cost the jobs of three prominent Conservatives. This is more than a “distraction.” Harper got one thing right – the demand for accountability. Harper, too, has some ‘splaining to do, if not now, then certainly during the next election campaign.
There are scandals that cannot be danced around, bafflegabbed into submission or blamed on someone else. One gets the impression neither of the above messes, like the Liberal sponsorship scandal that put Harper in power, will quietly curl up under the carpet despite efforts to sweep them there. The more they are downplayed, the bigger they grow, and the more interested we, the voters, become.
The bottom line for every government official in this country, from municipal to provincial and federal, is voters hold the high card. The people we choose to make decisions and spend our tax dollars on our behalf answer to us. They also answer to us for the people they hire and appoint. When they forget that important truth, we tend to remember the high card we hold, called a ballot.
With our local municipal governments, accountability is direct and immediate. Council and staff routinely get cornered by disgruntled ratepayers at the grocery store, and phoned at 10 p.m. People greet mayors, reeves and councillors by name and air their concerns, and they get answers.
The same thing happens around here with federal and provincial representatives. We, in this area, are fortunate MP Ben Lobb and MPP Lisa Thompson go out of their way to remain in close contact with their ridings and are as approachable and directly accountable as their municipal counterparts.
Problems arise when accountability is ignored. Travelling first class, hobnobbing with royalty, getting saluted by generals and interviewed by the foreign press fosters a culture of entitlement, not accountability. It can make people forget who is paying the tab – until we, the voters, issue a reminder. When that reminder of accountability comes on election day, the lesson can be harsh indeed.
